Chapter 1 — The Rusty Anchor
The Bureau of Investigation had a form for everything.
Form 7-C: Initial Surveillance Report. Form 12-A: Witness Statement (Sworn). Form 15-B: Evidence Chain of Custody. Form 3-D: Travel Expense Requisition, which I had filled out seventeen times since arriving in San Francisco and which was, to date, the most satisfying aspect of my assignment.
The forms were the framework. The framework was the case. The case was what the Bureau sent me to build, and I was building it, one numbered paragraph at a time.
The case was bootlegging. Specifically: an interstate smuggling operation moving Canadian whiskey through San Francisco's waterfront, distributing it through a network of speakeasies, and laundering the proceeds through a shipping concern called Pacific Marine Holdings. The Bureau had identified three nodes in the network. I was to confirm the connections, document the operation, and build a case suitable for federal prosecution.
The primary node was the Rusty Anchor — a waterfront establishment at the corner of Embarcadero and Green, occupying the ground floor of a converted warehouse. It operated as a workingman's saloon until January 16th, 1920, when the Volstead Act made its primary product illegal. It then became a speakeasy, which in practical terms meant the same establishment with a different lock on the door and a higher price on the glass.
I had been watching the Rusty Anchor for nine days.

My surveillance post was a rented room above a chandlery two blocks south. The room was small, cold, and smelled of tar — but it had a window that faced the Anchor's entrance, and the chandler was an early riser who didn't ask questions about a man who kept odd hours.
I had taken forty-three photographs. The Graflex was Bureau-issue, heavy, reliable, and capable of exposures clear enough to identify faces at thirty yards. I had documented the Anchor's operating hours (6 PM to approximately 3:30 AM), its staff (five visible employees, two more suspected), and its traffic pattern (heaviest between 11 PM and 2 AM, with a secondary peak around midnight that didn't correspond to any shift change or ferry schedule I could identify).
I had also noted three anomalies. These did not fit on any form, so I recorded them in my personal memorandum — a leather-bound notebook I kept separate from the Bureau's official files.
**Anomaly 1: The missing reflections.**
On the night of March 18th, my third night of surveillance, I photographed the Anchor's interior through the front window. The shot was difficult — the window was partially covered by a curtain, and the interior lighting was uneven. But the mirror behind the bar was visible, and the Graflex captured it clearly.
The mirror showed the bar, the bottles, the glasses. It showed the bartender, a heavyset man with a mustache, reaching for a bottle on the top shelf. It did not show the man standing in front of the bar, six feet from the bartender, who was clearly visible in the direct exposure.
I assumed a defect in the mirror. Silvering degradation, perhaps. Old warehouses held old glass.
On March 20th, I photographed the interior again. Same mirror. Same missing reflection — but a different man. This one was tall, angular, wearing a dark coat. He stood at the end of the bar, speaking to the bartender. In the direct exposure, he was sharp and clear — cheekbones, collar, the angle of his jaw. In the mirror: empty space. The bar behind him reflected perfectly. The space where he should have been reflected nothing.
I examined the negative under a loupe. No double exposure. No chemical artifact. The emulsion was clean.
I noted the anomaly and continued.
**Anomaly 2: The hours.**
The Anchor's primary clientele were waterfront workers — stevedores, longshoremen, merchant marines. These men worked shifts that ended at various hours, and their drinking followed predictable patterns: an after-shift rush between 5 and 7 PM, a steady trickle until midnight, then a tapering as the respectable workers went home.
But starting around 11 PM, a different kind of patron arrived. These were not stevedores. They were better dressed, quieter, more deliberate in their movements. They didn't drink much. They didn't socialize with the workingmen. They occupied the booths along the back wall — the ones with the high backs and the sight lines to both entrances.
And they left before dawn. Every one of them. Without exception.
In nine nights of surveillance, I photographed seventeen of these late-night patrons. None arrived before 10:45 PM. None stayed past 4:15 AM. None appeared to be employed in any waterfront trade I could identify. None drank enough to justify the time they spent.
They were, I wrote in my memorandum, conducting business. But the business wasn't drinking.
**Anomaly 3: The man who came twice.**
On March 19th, I photographed a man entering the Anchor at 11:20 PM. Short, silver-templed, well-dressed, carrying himself with a stillness that drew the eye. He went directly to the back booth without speaking to anyone. The bartender seemed to straighten when he entered. He left at 3:50 AM.
On March 22nd, the same man entered at 11:15 PM. Same booth. Same stillness. Same departure time — 3:45 AM.
But between those two visits, something changed. On March 19th, the man looked like a prosperous businessman conducting after-hours affairs. Unusual but not remarkable. On March 22nd, I noticed his hands.
I had enlarged the March 19th photograph to study his face. The enlargement also captured his hands resting on the table. They were normal — perhaps unusually pale, but normal. The March 22nd photograph, taken from a slightly different angle, showed his hands more clearly.
The fingers were longer than they should have been. Not arthritic, not deformed — just *long*, in a way that suggested the bones had been extended beyond their natural proportion. The knuckles sat at positions that didn't quite match the anatomy I remembered from my father's medical textbooks.
I set the photograph aside. Then I picked it up again. Then I added it to the memorandum.

My Bureau contact in San Francisco was Ada Preisser, a court stenographer who'd been feeding information to the Bureau's San Francisco office for two years. Ada was German-American, twenty-eight, possessed of a memory that retained everything she heard and a discretion that kept her employed. She ran my background checks, processed my document requests, and listened to the gossip in the Hall of Justice that never made it into testimony.
We met on Tuesday mornings at a café on Montgomery Street. Ada drank coffee black and read the Examiner with the focus of someone cataloguing lies.
"Your shipping concern," she said, sliding a manila folder across the table. "Pacific Marine Holdings. Registered in Delaware, 1918. Parent company is a holding corporation called Oakes Maritime. Principal: Raymond Oakes, Oakland."
"Oakes."
"Owns a shipping operation out of the Oakland port. Also owns the building lease on a warehouse on Brush Street." She sipped her coffee. "The warehouse houses a fraternal organization called the Communion of the Open Hand."
"I've seen that name."
"An Oakland reporter named Sørensen wrote a pamphlet about it. Four men missing, all connected to the Communion. The pamphlet is circulating on the waterfront." Ada set down her cup. "I got a copy from a clerk at the Hall of Justice. He said the police aren't investigating because the Communion has friends in city government."
"Does it?"
"Mr. Prescott, everything in this city has friends in city government. The question is which friends, and what they're friendly about."
I took the folder. "What about the Rusty Anchor?"
"Owned by Thomas O'Brien, known as Tommy the Shark. Arrested twice for assault, never convicted. Suspected smuggling connections going back to 1916. The Anchor is his primary establishment, but he also operates a cargo service between here and Vancouver."
"Canadian whiskey."
"Among other things. The cargo manifests list 'industrial equipment.' The longshoremen I've talked to say the crates smell like Scotland."
Good. Solid. A case I could build. Smuggling, false manifests, interstate transport, conspiracy. The forms had boxes for all of it.
"What about the late-night patrons?" I asked.
Ada looked at me over her coffee. "What about them?"
"The men who arrive after eleven and leave before dawn. The ones who sit in the back booths and don't drink."
"You've identified them?"
"Not yet. They're not in any of the waterfront records I've accessed. No union membership, no shipping employment, no criminal files."
Ada was quiet for a moment. "Mr. Prescott, I've lived in San Francisco my whole life. There are people in this city who work... different hours. It's not my business to know what they do, and it wouldn't be yours either, if you stuck to the bootlegging."
"I'm sticking to the evidence."
"The evidence is bootlegging."
"The evidence includes seventeen people who operate on a schedule that has nothing to do with shipping schedules or shift work or any legitimate commerce I can identify."
Ada folded her newspaper. "Then perhaps they're illegitimate commerce that isn't bootlegging. San Francisco has no shortage of that."
It was a reasonable point. I noted it and moved on.

On March 23rd, I crossed the bay.
The ferry ride took twenty-five minutes. The water was grey, the fog was thick, and the Oakland waterfront emerged from the mist like a place that hadn't quite decided to exist. Shipyard cranes, rail yards, the low industrial profile of a city that worked for a living.
I found the warehouse on Brush Street. *The Communion of the Open Hand*, gold letters on painted wood, exactly as Sørensen had described. The windows had curtains — heavy, dark, drawn. The door was closed but not locked. I did not go inside.
Instead, I photographed the building from across the street. Front entrance, side alley, the fire escape on the east wall. I noted the sign, the condition of the brickwork, the absence of any commercial signage indicating a legitimate business. I noted the car parked at the curb — a black Packard, recent model, well-maintained. I noted the curtains that didn't move, even when a truck passed close enough to rattle them.
I walked the block twice. On the second pass, a man came out of the building. Short, silver-templed, well-dressed. The same man from the Rusty Anchor.
He stood on the sidewalk for a moment, looking at the sky. It was mid-afternoon — overcast, but the light was full. He put on a pair of dark glasses and walked to the Packard. He moved carefully, the way a man moves when he's aware of the space around him and wants to be certain the space is aware of him in return.
I photographed him getting into the car. I noted the license plate. I watched him drive east, toward the shipyards.
The same man. The Rusty Anchor and the Communion of the Open Hand. Two cities, one face, the same impossible hours.
I went back to San Francisco and wrote it up. Form 7-C: Initial Surveillance Report, Supplemental. I described the building, the car, the man, the connection to the Anchor. I did not describe his hands.
The hands went in the memorandum.

That night, I took my position at the chandlery window. The Anchor was busy — a Friday crowd, workers and drinkers and the usual waterfront traffic. At 11:08 PM, the back booths began to fill.
At 11:30, a woman arrived. She was striking — dark-haired, confident, wearing a wool coat that was too expensive for the Embarcadero. She went to the back booth and sat across from a man I'd photographed three nights before. They spoke for forty minutes. She left at 12:10 AM.
I reviewed the photograph later. The woman's coat had fallen open at one point, revealing a silver chain around her neck. The chain held a pendant — a small, carved figure in what appeared to be jade. The carving was intricate: a coiled serpent, or something like a serpent, with a shape that didn't resolve clearly under enlargement.
I added the pendant to the memorandum. The memorandum was growing.

On March 25th, I received a letter at my hotel. The envelope was plain, the handwriting elegant. Inside was a card — heavy stock, cream-colored — with an embossed design at the top: a stylized letter V inside an ornamental border.
The text read:
*Mr. Harold Prescott*
*Bureau of Investigation*
*You are cordially invited to the Vampire Club for an evening of conversation and refreshment. Our host, Mr. Sebastian Melmoth, extends his compliments and suggests Thursday, the 1st of April, at 10 PM. Formal attire appreciated but not required.*

*R.S.V.P. not required. Simply present this card at the entrance.*
I read the card three times. A club called the Vampire Club. A host named Sebastian Melmoth. An invitation to a federal agent conducting an active investigation.
I was not concerned about entrapment. I was not concerned about danger. I was concerned about the form — there was no Bureau form for "received unsolicited invitation from potential subject of investigation to establishment with suspicious name."
I wrote a memorandum entry. Then I wrote a letter to Nels Sørensen at the Oakland Tribune.
*"Mr. Sørensen, I read your pamphlet regarding the missing men and the Communion of the Open Hand. I am conducting an unrelated federal investigation in San Francisco, but certain aspects of your findings overlap with observations I have made. I believe we may be looking at the same pattern from different vantage points.*
*I would welcome the opportunity to compare notes, at your convenience.*

I sealed the envelope. I put the Vampire Club card in my briefcase, next to the Hardesty file. The briefcase was getting heavy.
At the window, the fog pressed against the glass. Somewhere on the waterfront, the Rusty Anchor was doing business, and the back booths were filling with people who kept hours that no form could explain.
I opened my memorandum and began a new entry.
*"Observation 23, continued: The silver-templed man appears at both the Rusty Anchor (SF) and the Communion of the Open Hand (Oakland). Connection unknown. Purpose unknown. Hands: anomalous. Schedule: nocturnal exclusively. Reflection: absent.*

*"Working hypothesis: the Rusty Anchor serves as a meeting point for an organization that operates across San Francisco and Oakland. The organization conducts legitimate business (shipping, import/export) and illegitimate business (bootlegging). It may also be involved in activities that I have not yet identified.*
*"The forms do not have a box for 'activities not yet identified.' I am making a note of this failure."*
I closed the memorandum. The fog pressed against the window. The Anchor's light was a yellow smear in the dark.
Nine days in San Francisco. Eleven arrests' worth of bootlegging evidence. And underneath the bootlegging, something else — something I could feel the shape of without being able to name it, the way you can feel the shape of a building in fog by the way the wind moves around it.
I would find the shape. I would fill in the name. The Bureau had sent me to build a case, and I would build it, even if the case turned out to be something the Bureau hadn't asked for.
That was the job. That was the form. That was all I knew how to do.
